Reading the requirement tiers
Published system requirements describe a target, not a guarantee, and the target is usually unstated. These tiers come from the official store listing, which is the only authoritative source for them.
The minimum tier assumes upscaling is on. It reaches its frame rate target with DLSS or FSR enabled, which means the game is rendering at a lower internal resolution and reconstructing the rest. That is a perfectly normal way to play, but it is worth knowing that the minimum spec is not a native-resolution figure.
For a game like this, the CPU matters more than the requirements suggest. A hundred players on a 256 square kilometre map is a simulation load, and the frame rate floor in a busy area is usually decided by the processor rather than the graphics card. A GPU comfortably above the recommended tier will not rescue a CPU below it.
Memory is the other common bottleneck. Large maps with streamed terrain are demanding of system memory, and running at the stated minimum while a browser and a voice client are open is not the same as running at the minimum on a clean machine.
Early Access requirements move. Performance work happens throughout an Early Access period, in both directions: optimisation lowers the bar, new content raises it. Requirements published at launch are the least accurate they will ever be.
Storage requirements grow over Early Access. Each content update adds assets, and a figure published at launch is a floor rather than a ceiling. If you are close to the stated requirement on install, expect to be under it within a few patches.
